I am probably being naive by assuming that there are still people using black and white film, and - sigh - do their own processing, but with a little bit of messing around effects like that are achievable in the darkroom, although you'd have to be more specific (an example picture, perhaps?). Basically, you can do everything in the traditional wet darkroom that you can in Photoshop.

well you'll need some sort of photoshop program.
and most of these programs have filters you can apply to your photo. there are several different effect including making it look like a drawing.

Kodak photoshare has a free program . you need to have your photos downloaded to their cd , only a couple bucks & they have a great special effects feature . tp. mullin
