This all depends on how much you like her. If this is a person that you've had your eyes on for a while and haven't expressed yourself yet, you might want to say something. But remember, if she is in a seriously committed relationship right now, she might take your expression as an insult, especially if she knows that YOU are aware of her situation. Also, don't keep nagging if she has already expressed how she feels about you, it can ruin your friendship and your self worth. Really feel out how her relationship with this other guy is right now, and if it isn't something that seems serious, then just let her know how you feel.

It all depends on who her boyfriend is. If hes a friend, dont do it.
Just beacause she has a boyfriend doesnt mean anything. Find out if shes even happy with him and how she feels about you. Make sure its not gonna ruin the friendship. You dont want to complicate things.

No honey, sorry. If you ask her out it will make her feel very awkward and might hurt her. You would never hurt the one that you love would you. Umm NO! She is your friend and well most men after some years are trapped in the "friend" zone and there is little to no chance of getting out of that place. Besides the fact that it would be considered homewreaking and just plain wrong.
