I understand it allows for better sound control, but do they offer higher pre amp volts? Most head units only supply less than desirerable pre amp voltage, would an EQ provide any better sound quality?

yes,some do and if its a trunk mounted they usually have a gain for both sides so you can get more volume and can really improve the sound.I have had an Audio Control EQX and a Lanzar X-10 both worked great and were better than my Kenwood KGC-9042

I'd just get a high-end deck instead of the equalizer. I'd get a top-notch deck along with an amplifier. I have an Alpine deck, with an Infinity amp and speakers. Even though they're only 6.5" speakers, it still sounds incredible....I don't know that an equalizer would help any more in my setup.
