Yes it does. It is actually an electric motor. My meter says that it uses 3 Watts right on the meter.

Yes but the eclectic meter derives its supply from the mains which is not metered as far as the consumer is concerned. It is indeed a small amount of electricity .that it uses.

Well it depends. If it is a DMM (digital multi-meter) it uses a battery. A meter on your house takes power from the line voltage. All votage measurements require a comparison voltage.

Yes but you don't pay for it as any usage is not registered in the meter!!

Yes if you look to the side of your meter. You will see a meter that measures the meter usage next to that their is a meter to measure the meter meter usage................................ Get the picture..................
