I'm trying to work on a project in French on PowerPoint, but the program won't open! Whether I click on the icon to open the program or try to open the project itself, nothing happens! I have Microsoft Office 2000. Word and Excel seem to be working just fine. Might somebody be able to explain how to solve this? Thank you!

Try to find your installation disc that came when you bought Office and installed it for the first time. Go through the menus that pop up and see if there is an option to re-install or repair PowerPoint itself. If that doesn't work, then just uninstall Office and re-install it. Don't worry, you won't lose any files if you uninstall the program(s). They should be able to open as soon as you reinstall or repair it.
