I do not envy your position man. I've been there I should know. I don't know how much you know about her, does she have a b/f already? did she just get out of a relationship? how close are you two as friends?
There are different things that can make girl act like that. One could be that, sence she's shy, she wants you to make the first move. Then again she could just not be interested and is too shy to confront you. If you've known her for a while, tell her this; you are sorry if you made her feel uncomfortable. that you greatly value your friendship with her, and that you don't want to put it at risk. And that you'd rather have her as a friend than not at all. After all you have to be friends before you can be anything else.
Now the ball's in her court. Even if you don't score a date with her, at least she'll talk to you again. And you never know, later down the road you scould form a relationship with her.

I would try to ask her out, that is the only real soultion that exist. I know you said you where shy but the worst thing that can happen is that she will say no. I know you really would not want that becasue you really like her and you most likly would be sad if she did say no but how would you ever know if she likes you enless you ask her out.

just go for it man, last yr in biology class there was this hot grl and she had a bf and we flirted and when i told her i liked her she did the same. but at least i told her how i felt and there was a 50/50 chance of us happening but it didn't. oh well. just go for it. but if she keeps ignoring you let it go.
