Toss up. If you like a small homey downtown, that is Portland, it is fairly compact and it faces the williamette river. There are some nice restaurants along the river. Pretty cozy and somewhat pricey. There is an area near downtown along the Williamette that has a small eating area and strolling area.

Seattle, there is much more to see and do. Fish Market, Space needle, the ocean view, pioneer square, etc.

I used to have to visit Portland for work. Nice place cozy. I have relatives in the Seattle area and it is okay. Probably Seattle is more romantic. Though this time of year it does rain or sprinkle alot and it is closer to the Arctic Circle. Seattle is similar to San Francisco but, not as many options.

I grew up both in Portland and Seattle area. I prefer Seattle over Portland. Seattle has just more of a relaxing feeling with the senery. The shopping is also better in Seattle. Seattle has the Nordstrom flagship store in downtown and then another good restraunt to go to is to Chef Tom Douglas he has alot of restraunts in the seattle area and has been on foodnetwork before and here is his website http://tomdouglas.com/ so just enjou wherever you decide to go.

Portland...Less tourists. Less rain (usually!) Portland isn't as crowded as Seattle. If you love to shop, head to Portland!

Both or nice cities with lots of attractions, but between the two, I pick Seattle.
Portland has its beautifully done River Walk, world famous rose garden & Japanese gardens & lots of outdoor/river activities. But Seattle has much more - historic Pike Street Market, Pioneer Square, the underground historical tour, the Mariners & Seahawks (depending of course on time of year & their home/away schedules), the Space Needle, the Experience Music Project (aka, "Jimi Hendrix museum"), Puget Sound & all the outdoor activities in a truly scenic area.

Seattle: some excellent restaurants, lots of shops to browse, pretty scenery. If you get tired of the city life, you can hop on one of the ferry boats for a nominal charge and travel to one of the surrounding islands.
