It has nothing to do with the properties of water. It is a protien in the fish which prevent them from freezing.

Fish breath the oxygen in the water, not the water or the ice. As long as the Pond water contains enough oxygen, and doesn't freeze solid, most fish will survive. Fish and frogs die in ponds when the Pond water runs out of oxygen, or they are crushed by direct contact with the ice. That is why the depth of the pond, the surface area of the pond in relation to depth, and the amount of plant matter in the pond are all important factors. Also the more fish in the pond the more oxygen they will consume and the less time they will survive in a frozen over condition.

Many cold water species, develop an alcohol like glycol in their blood that protects them from freezing. It acts like a gas line antifreeze and helps protect them from freeze damage. Some species develop so much glycol (koi for one) that they have survived very sudden deep freezes that other species would not survive.

Water is essential the the only substance on earth that expands as it gets colder instead of contracting. It contracts until about 4 degrees above freezing at which point it begins to expand. This is why the ice forms at the top of a pond and doesn't sink to the bottom. If it wasn't for this unique property of water, not only would fish not survive the winter, its unlikely that life as we know it could exist on earth at all.

Water has the unique ability to lose density as it freezes, causing it to rise. At the surface of a lake, the frozen ice acts as an isulator, keeping the slightly warmer water below above freezing.

If the water's not frozen, the fish will live.

Fish and animals that live in the cold water develop a protein glycol that helps to allow them to freeze and thaw out ,without problems.
