The dog whistle is like the clicker, you use it to attract the attention of your animal then associate that sound with what your intention would be.
When you blow on it, you wont hear it,it is above human auditory range,make sure that your pet is paying attention to you that way they know that you are the one causing that sound.

Just blow into it. Just because you cannot hear it, the dog can because it's hearing is ten times better than a human being.

just put it in your mouth and blow you will not hear anything but your dog will get the dog used to it before you try it out side
