The term permanent residents has several meanings. If you mean a legal U.S. citizen or legal foreign national, the U.S. Bill of Rights should apply. However, in the real world, we know that the U.S. citizen, especially caucasion males have no rights. We also know that if you are an illegal alien, you have full benefits, such as free medical and dental care, judgement proof in regards to traffic citations, no car insurance required, government paid or assisted housing, special English 2nd language classes, and if the U.S. Border Patrol is too tough on you, you can file a law suit for millions of dollars, get the Border Patrol agents prosecuted, and oh , I forget the food stamps. There are U.S. Border Patrol agents serving 12 year sentences for attempting to enforce U.S. Immigration laws.

No it does not. Some people may argue, but the Bill of Rights only applies to citizens of the United States. It is not geographical in nature [meaning that a US citizen enjoys those rights regardless of his/her location]. Non citizens are not covered under this concept because to employ it would imply that all people of the World [not just the US] fall under the Constitution. A lot of countries would take extreme exception to that interpretation.

Legally, no. The constitution enumerates the rights of citizens only. However, most countries have agreements with the United States about how their citizens will be treated within our borders, and usually those agreements more or less reflect foreign nationals being given the same general courtroom rights (trial by jury, etc).
Non-citizens certainly do not inherently have freedom of speech or press, freedom of assembly, or the right to bear arms, except where state and federal laws grant them. Employers not only can but must discriminate against foreign nationals, to the extent they are only allowed to hire them if there are no qualified and interested American workers (so no Equal Protection clause either).
At the end of the day, the only thing protecting foreign nationals are international treaties (like the Geneva convention) and potential diplomatic repercussions with their home countries..

Sort of.
Read the Patriot Act, though. No habeus corpus if you are deemed by the government to be an enemy of the state.
Citizens have slightly different rights here and there.
