He also hacks a lot, like he is going to cough up something, but then never does. And, I think this may be my imagination or just part of him groing up, but he seems a little lethargic. Can i get some advice? Thanks!

I would consult a vet. The diarrhea alone does not signal an issue but the hacking along with it signals the possibility of an intestinal obstruction or twisting. This should not be considered a part of him growing. If it goes back to just diarrhea, try a diarrhea medication which you can get at most pet supply stores. Keep an eye on stools though, if it becomes persistant or has blood (other than streaks) in it he need to be examined. Small dogs can dehydrate very easily so make sure he is drinking plenty of water.
