Different countries? haha that's hot I guess, lol. When guys ask me out, cause they are about your age if not older, when they ask me out I like them to be aggressive in terms of how much they want me. Don't back down, tell her straight up, don't make her lead you into it, a simple, "Hey _____, I think me and you have a lil something, wanna try us out?" Something like that, but also make it memorable, my current bf kept goin, i like u alot, and it was sweet, but finally I was just like then do something about it, and he did. Be happy, be nice, and good luck, don't be nervous, you are young.

besides the obvious question how does this work(school)
get to know her first, then if youre still interested you can ask her to do something togeather...whatever you do TAKE IT SLOW and tread lightly, if something happens it could become complicated fast. maybe the best way would be to talk to her about how you feel and about the age gap......by the way i hope its not too big (over 2 years) cuz then its just creepy
