he has icky stuff on his head and just seems tired

- Trouble pooping

- Change in vocalizations and frequencies of
- Fluffed up
- Sitting on the bottom of the cage
- Involuntary vomiting without any head movement
- Trouble keeping eyes open
- Trouble keeping balance
- Poorly preened feathers
- Change in temperament
- Crustiness on face and any other seeable region
- Crooked beak/toenails
- WEIGHT LOSS (HUGE, HUGE FACTOR)

Any single one of these signs warrants a mad dash to either an avian vet ( http://aav.org/vet-lookup ) or if they're closed, the emergency vet. Birds get sick easily and will hide it until they're so sickly ill that they can't, so if you're actually seeing any signs, you know your bird is VERY, VERY sick!

one of the signs of a sick bird is tiredness, doesn't eat a lot, and maybe sits on the bottom of its cage, and they just don't seem like themselves, all birds take care of their feathers really well, so any time there is stuff sticking to them and the bird doesn't seem to be trying to do anything about it means an illness. The icky stuff may be from its nose or eyes. I'd take that bird to a vet ASAP, you may want to check around by its cage to see if it may have got into anything, or maybe it was in the cold for too long, or if any of your other family members had a cold recently, because parakeets can get colds and some other human sicknesses

ANY change in behavior can be a sign of illness. Take him to an avian vet ASAP! By the time we notice they are sick, they are VERY sick!

does it seem to be covering the tips of the feathers. it may just be the wax coating from his latest molting. being tired would be a sign of sickness take him to the vet please. birds don't show any sign that they are sick until they are really sick.

The best way to find out is by a veterinarian. We can't examine the bird here.
