What is the best kind, brand of window to buy?

Double-pane is what I want but don't know how much they go for for an average sized window.

The most energy efficient window, other than a non-operating picture type window, is a wind out casement window. When the window is closed, a latch cinches it shut. This minimizes air infiltration as much as it can be in an operable window.
