Sorry if it is too lengthy. I just want to give you options and look them up for yourself. I want you to make a well informed decision, so you can enjoy your vacations to your best.
It doesn't matter how close you stay to the piers you will have to take a taxi to get there with your luggage. The closest hotel to the cruise ship docks within a "limited" budget are:
- Hotel Milano (fortaleza street @ Old San Juan) 7 mins away/$10 taxi, but no swimming pool.

- Also there is a Howard Johnson Old San Juan, small rooms, but clean and great service. Although no pool!

You will have to stay in Isla Verde or Condado area in order to find a more affordable hotel with a pool.
- There is San Juan Beach Hotel (small hotel that used to be a Ramada hotel before) 3 miles away from the piers for about $150 per night.

- There are 2 Holiday Inns, one next to the airport (15-20 min away from the piers) and one closest to the piers (5-7 min away).

Also check this Courtyard by Marriot, it is very good. It is located next to the airport.

At last, but not least... I would recommend you to check Condado Plaza Hotel. It is a bigger hotel but since they have so many rooms sometimes their rates go down.

I hope it helps...there are many other hotels but they will cost you about $225 and up plus tax per night. And the unexpensive ones that I didn't mention I wouldn't stay there...

On a recent trip to Puerto Rico, some of our friends stayed at a small hotel called At Wind Chimes Inn in the Condado area. They had a small pool and were a short walk to the beach. They have rooms in all price ranges. Since they are a small hotel, your taxes will be lower than some of the chain hotels which are subject to a daily 11% resort tax. The rooms were clean, the service was great and the food at the hotel's bar was very good.

Unfortunately, there is nothing cheap in Old San Juan. ESJ towers, in Isla Verde, a 15 minute taxi ride from the cruise terminal is reasonable, moderately priced, on the beach and has a pool.

The Hampton Inn on Isla Verde is very nice, inexpensive, and clean. You have to walk around for casino entertainment, but if you're just looking for 2 nights it's great. Plus, they have a poolside bar and grill.

No pool but it was cheap - not too far from the beach.
It was a nice enough hotel - clean - comfortable hotel.
Taxi to the cruise dock was about $20.00US

Hilton Hotel .......... AWESOME... it is the only hotel that has it's own private beach ...... or you can choose to lounge at the pool..that has a swim up bar.
I love it...... I have stayed there all 4 times I've gone to P.R.
