Consumer reports just rated paints and one of the best is Kilz from Walmart at $19/gal.
Behr was rated best paint but it's $24/gal.. however Home Depot often has sales on Behr paint.

You'll probably find your paint and supplies cheapest at a place like Home Depot, Lowe's or Wal-Mart. Don't go for the cheapest paint, though. It's cheap for a reason. Cheap paint is thin and doesn't cover as well as better paint does. You might spend less, but you'll spend more time (and maybe more money) applying additional coats when you may be able to get by with just two with a better paint brand. Also, don't get the crap rollers and brushes. Cheap rollers don't hold paint as well and cheap brushes leave you with bristles falling out and big streaks in your paint. Purdy is a good brand for brushes and rollers. Try to use cloth for your dropclothes, like an old sheet or something. Plastic dropcloths are crap. Don't be surprised when the prep work i.e. taping off borders, "cutting in" and filling nail holes, smoothing rough spots takes the longest. The actual painting of the walls is the easiest part. Painting is not as easy and mindless as it looks. Good luck!

Your sundries like roller naps and frames buy at a home depot or Lowe's. Paint go to Benjamin Moore and buy their "Super Spec" line which is made for us contractors and I feel it's better than their top of the line. As one of the answers state cheap paint is cheap. You should pay around $23 a gal. for this product But I doubt you'll need more than 2 gals or less and won't be putting on multiple coats. Invest in a good "Corona" brush and you'll have it for many jobs to come, good luck

The Cheapest?
The Thrift Store, the thrift store.
Also look at Home Depot for "OOPs Paint" ***(Its often not really oops! But, too much for someone else; to apply to their project - So, it got returned for credit. The contractors often do this...) Look for 5 gal's at a time: And, buy a cheap color wheel so you can determine IF what youre considering can be retinted (You may have to buy a small qty of compatable paint, get it tinted, and then mix them together.) Try to hold out for eggshell or satin they clean: The flats often don't - No matter what their quality level.
PS *** I've bought 90 to 100 dollars of paint that way for 15 to 25.

Ace Hardware has very good paint. I've used it in every room in my house. They run sales quite often and a lot of times you can get it for $15-$20 a gallon.

Wal-mart has good paint, around 12.00 a gallon. The latex satin works good. Water clean up and washable.
