it depends on which game it kind of explains its self except *8ball you have 15 9ball9 7 ball 7 3 ball 3 they are all standard games Billiards 3 Snooker20 but a full reg. rack is 15

Depends on what pool game your playing.
eightball- 15 balls
nineball- 9 balls
sixball- 6 balls(just a faster version of nineball)
Straight Pool and One Pocket use all 15 balls
