Its a silly phrase bacause we all know what it could be to be wise but what do you have to gain by knowing everybody.. So Id much rather be wise... The shrewd means a kind of streetwise person.. e.g A wise man would make sure he had a pension, A shrewd man would not worry about a pension but would marry a rich widow..

Wise men (like Gallileo, Leonardo Da Vinci, Newton, and Rembrandt) are well versed in many things and are superb problem solvers...but usually disliked by others because of their ability.

Shrewd men are quick to be congenial and friendly to all as they never know who they might need a favor or a vote from...examples would be politicians, bureaucrats, civil servants on the climb to power and business people.

If you are smart you know lots of things, but that is not necessarily going to get you what you want. But if you know lots of people -- if you are well connected -- you can exploit your contacts to get what you want.

It is a rather cynical piece of advice.
