Switch to the paths palette and select new path from the small arrow (top right corner of that palette). Select the pen tool. Draw a path around the building - being sure to complete the path (your last click will be on your first point). Go back to the little arrow menu on the path window - select "make selection". You will have a choice of feather edge - 0 for hard edge, 1 or more for softer edge. Now that you have your building selected, you need to modify the colour. Choose Image:Adjustments:Hue/Saturation from the top menus (apple or control-U). Use the hue slider to change the colour to close to what you want, then tweak the colour closer with the saturation and lighteness sliders.

Without knowing what it looks like, it's hard to tell you how to do it. A high res photo (300 dpi) will be easier to work with than a 72 dpi. Any chance of offering a link to it and telling us what color you want the new building to be?
