i have a relative that its station in belgium and some of her friends got vonage as phone company and internet service . i called vonage toget info and they told me a ineeded a internet service so the phone can work well the internet company in belgium (belgiumcom) give u internet but u have to get a phone like as well does anybody know if this is true? i mean her friend dont have a internet provided just vonage
would it work if she gets it and just plug it in even tho she doesnt have an internet provider??

the vonage box plugs into a network socket in your home network.
You MUST have internet access so the vonage box can communicate with vonage server.
That internet service can be from belgiumcom, or any other operator (cable internet, dsl etc) but it must be high speed internet, not a regular modem into a phone line.

it think you mean Belgacom and not belgiumcom of witch I've never heard of.
And yes you do neat a Internet provider but you can also have a look at the other major player in Belgium nl. Telenet but they do not work via the telephone network but via the cable of the TV
