It really depends on the guy. (You should provide more background info. next time.)
If you're friends, go ahead and ask.
If you're not friends & he doesn't know you exist, then you have to consider:
If he's really good-looking, outgoing, popular, or "in-demand",... you might want to pass if he doesn't know you exist. You can do a "pass by", and see if he takes notice of you, and how he looks at you.
If he's more the shy, quiet, or less assuming type with fewer friends, also do a couple "pass-bys," with a couple "Hi"s & smiles (to let him know you exist, because you could potentially freak him out if you suddenly popped the question), ... and then ask him out.
If he's somewhere in the middle between these two, well, it could go either way.
You'll have to "read" the guy (how he looks at you, how he looks at other girls and what types of girls, check out how he treats other people in general, what kind of friends he has, etc.) & use your 6th sense.

in this world a little rain will fall.... what ya do is pick yourself up brush yourself off and continue on. if you want to ask this boy out then do it. you are in control of your feelings. if a guy manages to hurt your feelings by the end of the dance move forward and dont look back. dont base your new friends on actions of friends from the past. You are the captain of your ship and you no whats best for you.....

You can't shelter yourself from the pain you had long ago. Yes, you'll have that bit of a wall up, but if you don't take a chance, you'll never find the one that's right for you. ASK HIM TO THE DANCE!!! Nobody says you have to date the guy if he's a loser. Get to know these guys before getting attached (if that's possible)
