Dude, let's TAKE OVER part of the sea floor! Like, we could get boats with cynder-blocks, and drop them to the bottom to construct an undersea fortress! Sebastian from Little Mermaid wouldn't stand a chance! And we could either wear suits with air packs, or we could have air pumped down from the surface into our structures...

Most Nations claim the ocean out to 200 miles from shore for commercial fishing, mineral, and oil rights, including the US. Most coastal state jurisdictions extend only to 3 nautical miles from shore. The rest is international water. You can claim the ocean if you want, but why would anybody respect your claim if they don't have to? How would you enforce it?

yes you can.
the process is quite simple, akin to the process used by the gold miners in old america.
first, you must find your plot that you wish to make your claim on.
show this by 'staking out' your claim, you must then reside at this spot for a minimum of 1 year (or someone else could move in and 'claim' it.)
your next move would be to prove you have been a resident of this plot and to allow any other person to show they have a just claim to this plot, should no one come forward, then the plot is yours to keep.

Go measure out the part you want, take that to a lawyer and see what he says. I'm sure you can't claim it but, you can try.
