We are looking at purchasing a lot to build a home on. Our friends advised us a few of the older homes along the same mountain range but about 15 miles away have radon problems. I did not know if there are tests to determine the levels without there being a structure.

Contact your state department of health, or your state department of environmental quality and see what the radon levels for your county are.

If you are building in an area of known radon hazards, you can design your home to abate the Radon.

It takes years for radon to accumulate to detectable levels. It's impossible to measure radon accumulation in a non-existent basement. If homes in all directions from your build site have shown evidence of radon accumulation, You can be reasonably certain that you will have to make provision for radon "exhaust" should you build on a basement there. Slab homes do not have this problem, nor do homes on slopes with "walk-out" basements.
