Go to a dollar store and get some little crowns so that they can all be princesses. Do some face painting. Play pin the crown on the princess or pin the petals on the princess. Play London Bridge is Falling Down. Go to a thrift store and get some dressup clothes and have them dress up like princesses and then turn on music so that they can dance.

Go to a party store
Some carries princess games
Have the princess put on a little make up on the girls
or face painting
Get a princess song CD, and have the princess dance with the children
They are four year old
You have to keep the games sample
Good luck

Have her bring a tiara and a wand along with the balloons maybe nix the flower. But go to orientaltrading.com they will also send you a free catalog and they have the whole shabang as far as decoratons, favors, games/activites, etc. Have the girl "officially" name each party attendee a princess and crown her with a tiara (make up a brief little princess induction ritual to be done for each girl).

She could host a tea party. If she can sing, ask her to sing a song from Cinderella or another princess movie. She could put makeup on the girls and paint their fingernails. Buy some princess tattoo's and let her apply them to the children. Ask the girl, she might have some ideas. It sounds like fun. I might have to copy this idea!

Have all the girls come in party dresses and have them do each others hair and makeup. Then put on a CD with ballroom dances or their favorite music and have them have a "big girl" dance. You can usually fine paper crowns at party stores all princesses should have tiarras or crowns.

I'd play a game like pretty pretty princess. Have the highschooler give all of the little girls princess lessons! something along those lines would be really fun for the birthday girl and her friends.
