I know not unusual to have two passports, either from one country or two, but is it legal to have two passports under different names? It's not something I've considered for myself, but I know someone with this setup.

Illegals in America often have more than one identity. I work for a Fortune 50 corporation. One fellow quit to attend to family back in Mexico. He later returned and was rehired WITH A DIFFERENT SOCIAL SECURITY NUMBER! And guess what? He's still working for us! It's convenient if you commit a crime, just pull out a new id card and say that wasn't me.

the names should be the same as you legal name.
you could be detained for having two in two diffrent names.
