Both ,Hair is two parts , The root and the shaft (Shaft is what you see ) The root is made up of the Follicle ,Bulb , Papilla , Arreector , Pili , Muscle And Sebacceoes gland . Which under a microscope looks like a small Organ Very much alive..
The Shaft it made up of three layers . The Cuticle , Cortex and Meddulla
The cutcle is the outer most layer
The cortex is the middle it is fibrous protien made by elongated cells
The medulla is the inner layer composed of round cells

hair is dead as soon as it touches air. when its in the growing process underneath your skin cells its alive but as soon as it surfaces into the air its dead.
