Well, I just went through this at Christmas and the answer is no, not until a child is 5 years of age do they need a state issued photo I.D. I waited in line for an hour after I told the DMV lady that I was there for a photo I.D. for my 4 year old and then when I get up to the counter they decide to tell me, oh no she doesn't need one, not until she's five. I asked if I could go ahead and get one since I had waited and they said they were not allowed to issue an I.D. to a child under 5. And as far as the airport goes, I do believe children under 18 are exempt from having to show I.D., but it would be a good idea to have a birth certificate handy.

No. Minors are exempt if you travel within United States but if you decide to go out of the country then you need to have a passport for her.

Yes..we had to do it. Its like 10 bucks at the DMV. They have to have a legal photo id to get on a plane no matter how old they are. Everyone has to be verified

I believe all they need is a birth certificate if they are under 18, picture ID would be helpful I suppose.

yes she will need her birth certificate, and she can be added to his passport. She will also need a notarized letter from you to allow your daughter to go pass the boarder. I think you can phone your local government agency, and they will be able to provide you will a name of who is certify. Both you and your ex will need to be present for this.
