Yes. It is possible. It is also possible to carry the anointing and commit sin.

I would say it is possible. The church is depicted as a body. Not all parts of the church have the same role. The mouth would be an evangelist. The ears could be counselling, or possibly taking note of what concerns the others in the church have. The hands do the work that needs to be done, such as keeping the places of worship clean, setting up seats and sound systems, etc. I think of Stephen...he wanted to be an apostle going out and preaching but instead he became a waiter. Because he was filled with the Holy Spirit, he did what he was tasked with as well as he was able. Some people are tasked with sharing the gospel with unbelievers. Others are tasked with teaching new Christians how to deepen their relationship with God.

Yes. It is quite possible. There are many different kinds of annointings. If I recall correctly, St. Paul addresses the issue in Corinthians. We are not all gifted in the same way. Some are gifted in prayer. Some in teaching. Some in preaching. Some in solitude. Some in healing.

Yes, I think for two separate reasons.
First, like you pointed out...people get scared (like Jonah) and run from what God is trying to tell them
and
Second, I think at times God intends for us to study His Word and stretch in our own spiritual growth before we actually try to witness to others. Although, a Christian's commitment to study and try to follow God is a testimony within itself....even if you are not speaking.

Well, I think we go through ebbings and flowing of witnessing and evagelising. We have to rest ourselves sometimes, although we should always want to do Good, as the scripture says, never get tired of doing good.
