Put it this way: Saying I love you doesn't count if you don't mean it. Actions speak louder than words.
For the guy who acts like it, it sounds like he's being more sincere. Even if he might be a little more reserved about saying it, wouldn't you rather see it than hear it? I think you should give him time to say it.

Preferrably neither one. But if I had to choose, then it would definitely be the one that acts like it and doesn't tell it. Words are just that....words. They mean nothing without following it up with actions.

definately one who acts like it.
meaning he probably loves you more, but doesnt want to spoil things you know? he probably wants the moment to be perfect. because he really loves you.
whereas the other guy throws out the word, like it doesnt mean a thing. and he treats you like trash.
you need a guy who shows you how he feels. trust me when he does tell you, it will be perfect.
guys are wierd when they realize they care so deeply about someone.
they dont want to ruin things. and they want everything to be perfect. just hang on.
in the end your heart will tell you who you really want to be with. then youll know for sure. because it will be like a firework in your heart.
your realize which is your prince, and which is the joker toad.

NIETHER!!! Why does there have to be an option between the two. If a TRUE man TRULY loves you, then he'll be man enough to say it, AND show it!!! Every other guy has self-esteem issues, and you don't want to be with him anyway.
