* Motivate yourself. Ask yourself following questions:
- Why do I need to learn/do this
- What will be the benefits ("it will boost my career in future" etc.)

* Find a way to learn (classes, e-books etc.)
* Form a time-table.
* Set yourself an achievable goal ("I'll score A grade in this subject")
* Find an ideal study place
* Organize your study material
* Reward yourself whenever you reach a milestone. For eg., get yourself a chocolate when you score an A grade.

Hey -
If homework takes you longer than you think it should, maybe you should get evaluated for a learning disability such as dyslexia, ADD or ADHD. I work with kids who have the same problems and once you get diagnosed, there's tons of resources available to make your studying and learning more efficient.
Of course, it could just mean that you need better time management. If that's the case, try contacting a place like Oxford Learning Center. They do an extensive assessment of how you learn best and then they help you become a better, more efficient student.
Good luck!
