What does he mean when he says he has been passing back and forth through the earth?

It proves that he was not a fallen angel and that he is still welcome in heaven. When Satans rebellion is mentioned in Revelation it states "in Heaven his (Satans) place was found no more". If he is no longer welcome in heaven at this future event then in Jobs day he was still welcome in Heaven and hadn't rebelled yet. Satan was never an angel and was created evil. Read Isaiah 45:7 and see where God says that He is the creator of evil. The New Testament writers refer to Satan as the accuser of the brethren. By that name we see that Satan is still doing the same thing that he did in Jobs day again proving that he never yet rebelled and is still welcome in Heaven. Satans rebellion is an up and coming event of future prophecy. He has not rebelled yet for he is still out performing Gods will. There are several places here the Bible mentions evil angels and lying spirits so don't think for a minute that God doesn't create things in an evil form.

After Satan was banished from Heaven, he assumed the title as Prince of the Earth. He claimed Earth as his territory and had just come back from travelling around his domain when he attended the meeting with God re: Job.

it tells us:
1) the devil is not omnipresent
2) that the earth is his domain and he still has access to Heaven (when God allows)
3) that he is in search of people looking for opportunities to hurt God's children when and where ever he can
