The only time you should be considering sex is when you you can also accept the consequences that go along with it. If you got a girl pregnant can you support a child? Even if you use protection there is still a chance. Are you ready to tell your parents that your going to be a parent? There is no "RIGHT" age. But there is a right frame of mind.

There is no specific age for this, but I think you are old enough when you fully understand all the possible consequences of having sex. Look up different STDs and see what they are like, go to a lamaze class and watch women who are pregnant and talk to them a little bit. See how many of them actually were trying to get pregnant. Remember that you can only have a first time once and if that's important to you, be picky. Everyone has a right to be picky when it comes to something as big as that. When you are willing to live with all the consequences of entering that part of reality, then you are ready to have sex, but do your homework and be safe and be truly ready.

When you have a job, a bank account, your own apt, or house... Your own car, and are very responsible, with protection.. Otherwise, you may as well wait until you do have all of the above......Or your too young in my book...This is what I tell all my kids.....so, that they'll take special care to be responsible about these sorts of things in life, you know.. You'll be the "Better Person" for it too!! The right girl will come along, and she'll really respect your waiting and your "Responsible Aspect's" on life, and the fact that you waited for her, and got yourself together, before you decided to date her, you know.. And who know's you may even get "Lucky" and get a girl who's a "Virgin" and all of your "Responsible Act's" will not have been in "Vein".. God will bless you for waiting, you'll see, hun!! Smile!!! It will all happen soon enough, just be a little more "patient", because if you do it the other way around, and end up getting her pregnant, and having all of these issues behind "Lusting" when you were too young then you'll also have regret's that you didn't live your life to the "Fullest First" and have your own job,car and house and so on first!!! There is no magic age. However, too many young people start having sex due to peer pressure. That has nothing to do with it and, most of the bragging about sex is really nothing more than bragging. Wait until you are ready. Waiting until 18 sounds about right. But, I'm getting pretty old.

When you get married. Anything before that is destructive to you and your partner. Don't believe the lies, look at the results of pre-marital sex all around you. It's a bloody battle field littered with shredded hearts and souls. Fun for 10 seconds isn't worth suffering the rest of your life. Honor your future spouse now by waiting for marriage.

Seriously, though, physically you should have passed puberty, and mentally and emotionally you should be an adult... the tricky part is how to define "adult" in this case.
You should be able to maturely discuss sex, pregnancy, STDs, condoms, and birth control with your partner (without bursting into giggles or using code words for anatomical functions), and be prepared to deal with the emotional and physical consequences of sex.
Legally, you are not an adult until age 18, and no legal adult should have any sexual contact with a minor, regardless of their relationship (however, I think age 16 is the "age of consent" for some states, so it depends).
In general, most people regret doing it too early, and very few regretting waiting as long as they did.

A minimum of the age of consent in your locale. That just keeps others from going to jail.
After that, maturity is the only issue - some people mature early, some never do.
