Okay, I've been doing 15 reps, then rest, then 15 more, then rest, then 15 more, but the last 15 never get done because by that point I'm struggling. But how long am I supposed to wait in between the sets?

Anywhere form 1 to 2 minutes and max would be 3. Check out The Modern Encyclopedia of Bodybuilding, sometime.

Changing up your routine might be a way to help you. Isolate a few different muscle groups and create a circuit. This will allow one muscle group to rest while you work the others but will keep your workout going.

I might also suggest dropping your reps to 12 with the same rest period in the middle. You can then complete your reps while still working your targeted muscle groups to exhaustion.

Do one of these or the other:

Either wait 30-45 secs

Or work alternating machines so you are not working the same muscle over and over

My personal trainer says 30 seconds but I see some people sitting there waiting for what seems like forever

Nowdays you target specific your excersises to help meet your goals.
How long you wait is dependent on what your specific fitness goals are.
Basically shorter wait times will boost stamina and increase metabolism.
