Baking soda is sodium bicarbonate. Baking powder is sodium bicarbonate mixed with an acid. You can't use them interchangeably without messing up whatever you're baking.

You can't substitute directly, but if you have baking SODA, you can mix 1/4 tsp baking soda with 1/2 tsp cream of tartar; that will replace 1 tsp of baking POWDER.

I don't think there's a substitution for baking soda.

They are not interchangeable as they are for different purposes. Baking soda is sodium bicarbonate, used for baking, cleaning and clearing drains. Baking powder is corn starch based and is for baking only! If you substitute you will get poor results as each is meant to work differently with the ingredients they are mixed with while baking.
