Perfectly normal. He is a newcomer to your house and not familiar with his surroundings. He's just acting a bit shy, thats all. I suggest NOT whistling to him if you want to teach him to talk. After they learn to whistle they don't seem to care to learn to talk. Don't put a mirror in his cage - this makes him become very 'into himself' and will fall in love with his reflection and pay little attention to you. Take him out of his cage everyday and hold him while you give him a morsel of food. Cockatiels also loved to have their heads rubbed, and don't forget the showers -- mine love to be spritzed with a water bottle, or play under the kitchen water faucet. Just make sure its a safe temp and they are out of drafts as they dry off. Cockatiels are so fun to own! You will soon become his buddy and find out yourself!

The cage may be too small. Also, if you have a room that the bird cannot fly out of, let him out of his cage for awhile. Feed him cockatiel seed, with sunflower and safflower seeds. Give him a mirror to see himself in. If he is making noises, that could be a good thing. He is still a little baby birdie too, so give him some time. Talk to him real soft and sweet too. Birds love that.

okay, the cage might be too small, research and find out how big a cage it needs, cockatiels can get to be 12'' long, and, does it have toys to play with? It's probably bored, but it could just be adjusting to its new environment, just wait a while and it might adjust.

It takes awhile for them to get used to you and it's new surroundings. Spend lots of time talking to him, while in the cage, then gradually get him to sit on your finger, inside the cage, progress to taking him out. Make sure the curtains are pulled and no mirrows, until he gets used to his surroundings, because if his wings are not clipped, he is going to fly onto things, and you don't want him crashing into a mirrow or window. Give him lots of love.

Its not familiar with you yet, you need to whistle at it and put some shiny items in his cage: like jewelry, or keys. That'll make him happy. It cant be the food, unless you not feeding him cockatail food. The favorite kind for cockatails would be the kind that had fruit in it. They love that stuff, just dont feed them cherrios...
