Every time I click the minus sign in my window it does not minimize it just gets a tad smaller this is very iritating.How do I get the windows to minimize and maximize like they are supposed to?

Sounds like either a Video Driver problem, or something you installed has crippled an option.
Reinstall the latest version of the Card driver, and if you have recently installed anything else, try removing that temporarily from windows, reboot, then see if that makes a difference

When you minimize the window, place your cursor on the corner of the window border until it turns into a two sided arrow. Then click and hold while you drag the window down to the size you would like.
