there have been many attempts at controlling the WWW....

look up charles rangle he is a democrat that wants strict gov control over what is put on the WWW... he and others also wanted to tax people for the amount of time they spend on the WWW,,, and then tax people for the use and then tax people from getting information acorss state or national lines... there is a movement called internet neutrality... which is limited to companies but needs to be expanded to state and fed gov

yes monitored all the time... your ip address is recordee as well as everything you search...thats why people that kill peoples computer is examined they can see if you look up things like gun, knife stabbings.....then use it against you in court....scott peterson......yahoo answers keeps all your Q&A on file....
