Each individual container must contain 3 ounces or less. Any containers of liquids that you put in your carry-on bags must fit into a quart size zip top plastic bag. When you go through security, take the zip top bag containing the liquids out of your carry-on and put it through the x-ray machine separately. The 3 ounces or less does not apply to your checked baggage. You can put full size containers of liquid or gel products in to the bags that will go under the airplane.

You can have ONE plastic ONE quart bag with as many THREE ounce bottles as it can hold and still close.
And a 4 oz bottle that is half empty will not be permitted. It has to be 3 oz or less.

That is per bottle and they need to be packed in a 1qt. clear zip lock bag. That is only if you plan on carrying liquids in your carry on luggage.
