You can get a passport at your local post office. Before you go you can go to the website http://www.usps.com/ they will have all of the information that you need to know about getting your passport. If you need for a specific trip, I would suggest that you apply well before you leave, as with the new regulations a lot of people are applying and this may effect the time to get one.

You don't give your country so I'll assume USA and I'll assume it will be your first passport.
"New Application for a U.S. Passport
To obtain a passport for the first time, you need to go in person to one of over 8,000 passport acceptance facilities located throughout the United States with two photographs of yourself, proof of U.S. citizenship, and a valid form of photo identification such as a driver’s license.
Acceptance facilities include many Federal, state and probate courts, post offices, some public libraries and a number of county and municipal offices. There are also 13 regional passport agencies, and 1 Gateway City Agency, which serve customers who are traveling within 2 weeks (14 days), or who need foreign visas for travel. Appointments are required in such cases."

IN THE UK go into any post office and ask for a passport form. and the instructions what to do are on the form,

Depends on which country you are in. In the UK we can apply for them on line, at the post office, or if it's an emergency then we can go to several places and get one on that day...but we must have made an appointment first...can't just turn up.
