Currently, there are some Cherry Blossoms that have already bloomed in DC because of the very warm winter we had a month back. However, the famous blossoms located near the Jefferson, which are the site of the festival, are expected to bloom around the end of month of March. The festival this year runs from March 31 to April 15th (the day of the parade).

Note however, this is not Japan, where they predict quite accurately. Here the blooms days can be a few days off. I would suggest going the 1st week of April just to be sure, as sometimes by the time the Parade rolls around they are already starting to fall.

Their peak is generally the last week in March/first week in April. Of course, they're nice for at least a couple of weeks, depending on weather conditions, even if it's not their peak date. They always estimate a 2-3 day period where they're at their "peak" but they really last longer than that, of course.
