Beaded keyrings, handbag charms, or serviette holders, spraypainted pebbles with messages on them, Photo holders (this can double as a placecard and a wedding favour).
If you have more time than cash, beaded favours can be very pretty and very cheap to make, but they do take some time!
You can buy sheets of magnet, and print some pictures/quotes,etc. onto a piece of sticky paper, and make personalised fridge magnets, for something different!

I was thinking of using these for my own wedding. The votives, specifically. Below is a link to them at Bed, Bath, and Beyond, but a little research might find them even cheaper than $1.79 each. You could wrap each one in some clear cellophane with red, white, and silver ribbon to tie in with your colors. I like them because they're different than the usual favors, it's something that your guests will actually use when they get home, and they're still inexpensive enough to buy a lot of them. Plus the "Wedding Day" scent is a nice reflection of your special day. I'm thinking of doing this in addition to a small charitable contribution as the favors -- this is just a little something for the guests to take home to show a token of appreciation for coming. Here's an idea for cheap but pretty and not too cheesy wedding favors.
You can buy those mint matchbooks, which are less than a $1 ea. Wrap them in white tulle, tie with either a red ribbon or a flower (w/ wire). The whole favor would cost you less than $3 but very elegant and practical.

There are a lot of places on the internet to get cheap wedding favors. Is there a theme for your wedding besides those colors?
You could make your own candy, and make it white chocolate, and wrap in red bag, or a votive with your colors wrapped in tulle.
For my wedding i alternated favors for every other person, so i had 2 different ones. I made Cd's with songs on them that were played at the wedding, and I also found photo albums that matched my other things.

get bubbles and put your colors around the neck of the bottle and curl the ends.
or you could get those favor things at walmart.
try going to walmart and other shops in your area that has wedding stuff, like a hobby store or something.

I heard an idea the other day that I thought was cute. Buy hershey kisses in your colors and wrap them in tulle. Then put a wooden spoon with it and put the saying "A spoonful of kisses from the Mr. & Mrs."
