My parents saw my b/f come up behind me and put his arms around me.
They followed me when I was with my friends.
Why are they so mad?? I am 16.

They are probably just checking up on you. Since it is bothering you, why don't you ask them. If you deal with it in a mature manner, they will treat you in a mature matter. Maybe there is something bugging them and this can be their chance to talk to you about it too.

This is probably new to them to see you with a bf. It's time for them to start letting go, and they may be having a hard time with it. They also might just be a little over protective and don't want you to get hurt by this guy.

they're being protective - and in the world we live in today, maybe they have grounds to be.
alot of girls your age get into trouble / pregnancy / drugs etc.. and no matter how much they love and trust you they will always be protective
just give them lots of reassurance that you are not doing anything wrong, and make sure they have no cause to disbelieve you
