I know it can be reused,but why can't it be recycled???

It can, I have personally been to plants where it is done.

It can be recycled, but at this point in many developed countries is to expensive to do, due to the painful cleaning exercise, besides the labour cost.

Poor countries are doing it more than developed countries.

Cleaning it is a key to getting it re-cycled as when it is contaminated with food-stuffs they have a more difficult time separating what they want from what they do not want.

It is recycled. It just doesn't biodegrade.
