First, you have to remove the protective coating (new boots), or the old wax (older boots). This can be done in a varity of ways, but I got the best results from an extremely fine grade sandpaper. This removes the old wax/protective coating, and give the boot the fine roughing that it needs to hold the first few coats of wax.
Once the old wax/protective coating is removed, apply a liberal coat of wax. Using a candle or lighter, LIGHTLY melt the wax. This get the wax into the pores of the leather. Set the boot to the side, and do the second one. Once the second boot has been "melted", brush the loose wax off of the first boot. Repeat this step several times until you have a good base coat of wax.
Take a 100% cotton rag, or cotton balls, and apply a thin coat of wax to the boot. Keep the rag moist, NOT wet. I've had better success by keeping an ice cube in the water. This will spread the wax evenly and bring the boot to a high shine. You can spit on the tips instead of using water, but...

There is an art to this I found it many years ago
my brother was in the Marines and when he came home I would spit shine his boots. Firs get the polish and water
in the cover of the polish. Now clean the boots with warm
WATER AND soap make sure there you get all the soap off. Next put the polish on and let it dry,use shoe brush to remove polish then get a rag ans tear in 6 X10 strip and wrap around the end of your finger and little water from lid and put finger in the polish not a lot because will repeat many times and rub like heel and keep doing this and and between the polish and water apply spit and rum in and then as it drys by just keep rubbing the shine will come through. PERFECT.

I use water, black polish, and saddle soap.
First, I used a cloth and saddle soap to clean the leather and strip the wax built up.
Second, I use another cloth to dip into water and a dash of black boot polish and slowly rub the polish on the boots in little circles.
This takes about ten minutes.

Don't anymore. The new brown boots do not need to be spit shined.
But you rub the wax on, then you rub the water on hit it with a heat gun and repeat. Many times over. Use a soft cloth

water of any kind will do doesn't have to be spit
apply polish generously
allow to sit while you apply to other shoe
buff lightly with soft cotton cloth to get heavy off
then dampen clean bit of cloth and polish with some pressure
repeat till high shine is achieved
