And what would I use to recover it...this may be a stupid question but I assummed I would use a staple gun.

write down all of the demensions of the chair that need the new fabric. with the measurements written down, go to a fabric store, or an arts and craffts store, ie. jo-anne fabric, and ask a customer service person to assist you.
to recover it would depend on what type of fabric is currently on the chair. do you want the same type of fabric?
also what colors are in the room where the chair will be? also what colors do you like?

Well I had this Queen flat sheet I used. And i used a staple gun i tucked and pulled the over lapped edges thru the arm insides and stapled to the wood . I manuvered inside my recliner from under neath it's a job let me tell you so maybe sewing and velcro is better... LoL
