KB, your wrong! In Indiana if you are driving a pickup NO ONE is required to wear a seatbelt( driver, passenger, back seat, and the truck bed) and these laws vary from state to state. To the OP, please check with your local police and DMV to get your state laws on seat belts.

In most of Eastern countires any passenger on the front seat has to wear seat belt, no matter what his/her age is. Rear seat is a different story, and adults usually are not required to buckle up there. It's still a smart thing to do, though.
And yes, you get the ticket, not the passenger.

In the US, anyone in the front seat MUST be belted. If they are 15 years old or YOUNGER - the driver gets the ticket. If they are 16 or older, THEY get ticketed.
Children MUST be in a car seat if they are 5 years old or younger and must be properly restrained.

In Arizona EVERYONE must be buckled in regardless of age & yes there is a fine if you don't & you are caught
