Do you have to keep quails in pairs?

I was wondering If you had to keep quails in pairs as I have a patio aviary which as you can assume is not overly large but I would like to get a quail to help keep the bottom of the cage clean,eventually I will be getting a large aviary built but would like to get just 1 for now if I can.

Quails are very small birds. Any cage that is big enough for one quail will easily accommodate two quail without modification.
