Even if you have both of these guys neutered you may still have some humping issues.
This is a dominance behavior and as these guys get older you may also have some fighting problems. They are going to have to establish one as the dominant dog in the home and they may fight for that position.
You most likely will have problems with same sex aggression. It is very common in some breeds it is really bad.
In dobermans we never place to of the same sex in the same house. Our rescue only will place pairs of oposite sex in the same home as the same sex ones will fight.
At his age this is not a sexual behavior and he does not need to be with a female dog. Also if you let them stay intact and breed the fights will be worse that ever as they will fight for the right to breed.

this is a dominance issue. That is how they find out who is boss. However, you are the top dog, and you get to decide the ranking order of the dogs in your home. A lot of people think humping is ok if the dog is fixed, etc, or it is cute. Humping is NOT ok.
My dogs get a mouthful of lemon juice and a firm OFF if they even start to hump. Now they no better, and i just give them the look and they hop right off. The lemon juice is harmless, and it tastes really bad. It only takes a few consistant mouthfulls and they get the idea.

At such a young age it is about dominance. Why do you want him with a female dog? If you don't know if he's old enough to breed with a female, you shouldn't be breeding at all. If you have two males, they should both be neutered when they are old enough to keep any fighting for dominance issues at bay. They still may fight if neutered, but the chances are much less than if they are intact.

It is a dominance type thing right now. By humping the 3 mon old male, he is showing he is superior. And some pups do learn early how to mate, and may be able to sire young (depending on the development of his sexual organs)

He is trying to show his dominance. It is not sexual. And yes he is too young to breed. You need to tell him no every time he does this and push him off. He will eventually get the point that you are the alpha male/female.

Just a dominant behavior thing. Make sure to get them fixed though.
