Because the owners over feed them and they don't get enough exercise. The same problem with humans obesity.

Some dogs grow bigger than others, but usually it's because
they are being over fed, getting table scraps or to many treats.

When you feed your dog, look at the instructions on the dog
food, and it will tell you how much to feed your dog according to
it's weight. Also your dog should be done eating after twenty
minutes. If you have an adult dog, you can put him on light food
for a few months and he will lose some weight, but the dog
also needs to have alot of exercise.

There are many reasons for this - but it also depends on the breed...is it a Large Breed Dog? The Age?

improper Dog Food? too high in Calories, Fillers, etc. Investing in a good quality Dog Food is essential to good Doggy Health and Longevity.
Lack of proper excersice? Does he/she need to be stimulated more?

Dogs must walk and run to fetch a stick or ball at least an hour
every day. Feed the dog only once a day. If that doesn't help,
reduce the quantity of food gradually or ask the vet.

Heavy dogs usually have heavy owners. Sad but most of the time true. If the owner is not walking the dog and getting some exercise the the dog in not either.

Dogs become over weight from eating to much or eating "people food" Just like people if they don't exercise the food calories turn to fat.

It is horrible for their health too.

generally for the same reason as people do - too much food, not enough exercise.
However if you have already ruled this out it's probably worth getting your vet to check it out, I knew of a dog that got huge for no apparent reason and it turned out to be a hormone problem - the vet gave it some pills and it was ok.

For the same reason people do. Not enough exercise and too much food. They also have the same problems we do... diabetes, heart disease, kidney disease, high blood pressure, high cholesterol....
Ahem...
Just as we are a nation of fat people... we are raising fat pets.

Because they don't know that bad health will kill them. they just eat and eat with no worries. Its not like they are counting calories
