If the surface is uniform, sure you can. But, if the linoleum should ever crack or buckle under there, you're going to have problems. It is probably worth the trouble to take it up, put an underlayment under the ceramic and go from there. You'll be much happier.

What you need to do , if you can not remove the linoleum, you should look into something called "dietramat". It's this orange waffle looking-mat stuff, You can thin-set that down first, then tile over that. this is to absorb any movement. Basically if you tile over your linoleum, and then you walk on your tiles your grout or tiles will crack because linoleum is not a hard surface, and even a little movement will crack your grout. I know people who have put cement backer board (durarock or hardibacker) over linoleum with some luck, so you could try that too.

It is; however, to be safe from some eventual buckling or cracking in the linoleum I would put at leas a quarter inch underlayment over the linoleum first. This will give you a clean, smooth surface for the tiles and the 1/4" won't affect the practical height enough to make any difference.

Unfortunately, no. The thin set mortar used to attach tile flooring will not bond to linoleum. You could cover linoleum with concrete backer board, though it would be difficult to attach it to concrete floor. Also, more expensive than removing linoleum.
